KWARA, Nigeria - The trial involving the former Governor of Kwara State, Abdulfatah Ahmed, and his Finance Commissioner, Ademola Banu, resumed on March 11, 2024, at the Kwara State High Court, centering on accusations of misappropriating N5.78B in public funds intended for educational projects.
Musa Dasuki, a retired Permanent Secretary at the Kwara State Universal Basic Education Board (SUBEF), took the stand as the second witness for the EFCC.
He disclosed that during Ahmed's administration, the state sought UBEC funds for 2013 and 2014 to cover teachers' salaries, even though these funds were designated for educational infrastructure.
Dasuki explained, “The then Commissioner for Finance, Ademola Banu, initially made a verbal request for the 2013 UBEC Matching Grant to be used for teachers' salaries.”
He mentioned that SUBEF required a formal written request, which was eventually provided, leading to the release of funds into a state account at Skye Bank. Furthermore, Dasuki indicated that SUBEF opposed the request, concerned that it would hinder ongoing projects, but acquiesced after receiving assurances regarding repayment.
He asserted, “A letter regarding that matter was sent from the office of the Commissioner for Finance, which was signed on his behalf, and the funds were promptly made available.” However, the repayment never occurred, resulting in a halt to projects such as the construction of 40 classroom blocks, VIP toilets, and ICT centers. “Numerous contractors raised complaints due to non-payment for completed projects,” Dasuki highlighted.
During cross-examination, Dasuki verified that neither Ahmed nor Banu was a member of SUBEF. Justice Mahmud Abdulgafar then postponed the case until March 13, 2025, for additional hearings.
The EFCC, under the leadership of Rotimi Jacobs, SAN, is continuing to strengthen its case against the accused.
