On Sunday, May 28, Kaduna State Governor Nasir El-Rufai proclaimed the Atyap Community Development Association to be an illegal organization.
El-Rufai claimed in a statement issued by his media assistant Muyiwa Adekeye that the Atyap Community Development Association had secretly engaged in activities that put Kaduna State's peace, tranquility, harmonious coexistence, and effective government at risk. The statement was released by Adekeye on his behalf.
In accordance with his authority under Sections 5(2) of the 1999 Federal Republic of Nigeria Constitution and Section 60 of the Kaduna State Penal Code Law No. 5 of 2017, the governor signed the proscription order. The proscription order's effective date, May 24, 2023, was also mentioned.
The declaration added;
"The proscription order stated that Articles 38 and 40 of the Constitution of the Federal Republic of Nigeria provide all citizens the freedom of association and peaceful assembly, as well as the freedom of opinion, conscience, and religion.
"It was also highlighted that Section 45 (1) of the 1999 Constitution grants the Governor the authority to take whatever steps are required to advance and safeguard public safety, public order, public morals, public health, or the rights and freedoms of all individuals in Kaduna State."
