* Tinubu hails Indian Prime Minister, Modi on victory
Indian Prime Minister Narendra Modi has declared an election victory as his coalition won more than half of parliamentary seats, with votes still being counted.
He proclaimed his victory as he arrived the Bharatiya Janata Party (BJP) headquarters to celebrate the party's win in the country's general election, in New Delhi, on Tuesday.
That sets Modi on course to win a third consecutive term.
This comes after a six-week-long election, where nearly 1.4 billion people were eligible to vote.
While delivering his speech shortly after the announcement of the result, Modi said: "The National Democratic Alliance is going to form the government for the third time, we are grateful to the people. This is a victory for the world's largest democracy."
But the BJP's celebrations seem relatively muted.
Modi's alliance had set a target to win 400 out of 543 parliamentary seats. As of 9 p.m. local time, it was leading with 288 seats, according to India’s election commission.
Up and down the Ganges, India's Modi enjoys support after 10 years of rule.
At the opposition Congress party office, supporters were cheering and dancing.
In a victory speech on Tuesday evening, that started with salutation to a Hindu god, Modi reiterated his intent to make India a developed country over the next two decades.
He added that he would work with all state governments, irrespective of the party.

Tinubu congratulated the people of India and assured the South Asian nation of Nigeria’s commitment to strengthening relations and advancing shared goals and values as strategic partners in the league of nations.
